Why people under 18 shouldn't get their driver's license?

Why shouldn't people under 18 get their drivers license? Well, they're less rational and more likely to do a hit and run. And they are very unlikely to have insurance as they are driving a crappy car... unless they're rich of course, but then you don't have to worry.
