Speaking as one who wore short shorts upto age fourteen, haqving sun and wind on bare legs feels good, while wearing them in rain, snow or just cold damp conditions far from being a hardship is actually very stimulating. They boost your self confidence, and girls find them sexy, at least in my experience!
