What military rank is equivalent to GS-11?

There is no 'formal' comparative military rank/General Schedule comparison, although a GS11, for the most part, would be considered equivalent to an O-3 (Captain in the Army, Air Force, and Marine Corps, Lieutenant in the Navy).
