Is it midnight on the first of the 12 strikes by Big Ben or 00.00 on the 12th strike?

I think "time" on tower clocks changes at the last stroke, so 12 strikes for 12 midnight. Otherwise, it would only take 1 stroke to indicate every hour. Part of the reason for a striker or bell is to count off the time.
