Depending on the state, the state police may not have "jurisdiction" (i.e. authority)over the enforcement of local laws or ordinances.

If your problem is criminal in nature, speak with the police departments higher ranking supervisors, your local elected official, or go to the Prosecutors office to determine if your state law allows you to swear out a complaint.
