Where can a 12 year old get there belly button pierced?

Most states require that you be 18 to sign for the piercing yourself. If you are under 18, you must be 16 and have parental consent. It all depends on where you live, but I dont think there are very many states that will pierce a 13 year old. Go to google and type in "state laws for body piercing". Once you find a link, it should have a list of states and their laws. Look for your state and see what it says.
