To cast a protective binding spell must you have the name of the person you are binding?

I want to cast a protective binding spell against someone who might do me serious harm. Do I need to know their name or will a blurry picture work? Also, exactly how would I go about casting this spell? Such as the materials needed. Thanks so much.
