The simplest way is to take newspaper and draw and cut out the general shape of the garment in question; this may need to be messed with a bit. If at first you don't succeed, try, try again; making clothing/costumes can be challenging. Next, cut out your pattern and pin or trace onto fabric, then just sew together.
