How can one person raise worms to the surface using electricity?

Yes, people have "called nightcrawlers" using metal rods pounded into wet soil. Unfortunately the usual technique requires high voltage and is extremely dangerous. I understand that it takes a fairly hefty current to irritate the worms, and it takes a dangerously high voltage to force that current through the dirt. Electrical experts might know enough about electrical safety to carry this out without dying, but the rest of us should obtain bait at the sporting goods store.
