The German Empire, established in 1871, did not enforce Catholicism as a state religion; it was a multi-confessional state with both Protestant and Catholic populations. While the government, particularly under Chancellor Otto Von Bismarck, implemented policies that sometimes targeted the Catholic Church, such as the Kulturkampf (a series of laws aimed at reducing the Church's influence), it did not seek to enforce Catholicism across the empire. Instead, it aimed to unify the diverse population, including various religious and cultural groups. Ultimately, the Empire maintained a degree of religious pluralism.
