Perhaps because it is impossible. You cannot swim on dry land, though you can train for swimming without being in the water. If someone were to lie on a sidewalk or street and pretend to swim, then it would be impeding the flow of traffic and could cause a public scene. However, the law only exists in Santa Ana, not the whole state.
