Many times a boy will stare and look away because he is shy. This may be a way he is trying to say he is interested. He is looking, by staring, because he likes the girl but he is too uncomfortable to keep looking at her.
cause they're too embarassed to be seen looking at you cuz they have to b all macho and stuff. They probably secretly think you're pretty and have to stare, but then as soon as you look they'll get all shy and look away.

well.....for me at school this guy i really like ...my friend notices it but i dont but when ever i pass by him he looks back at me and when am in the halls i see him stareing at me than look away but its maybe he likes you or hes shy or hes not safe like he might have problems at house and srry for miss spell so hope this helps ya
