Who does the county sheriff's work for?

The sheriff works for the citizens of the county where he is employed.

Additional: The Sheriff, themself, is usually an elective position (and in some states a State Consititutional Officer) while all others employed by their department (Deputies and civilians) are appointed or are civil service employees.
