As the banner across the top front of the bill indicates, it's a United States Note.

US Notes were issued directly by the Federal Government instead of by the Federal Reserve System (1914 and later) or other banks (pre-1914). By the 1960s they made up only a small fraction of the bills in circulation so production was ended as a cost-saving move.
