no, they cant as far as i know

I have seen dolls that can open and close their eyes (depending upon the position in which the doll is held). There are all kinds of dolls.

The old style dolls with the hand painted, ceramic heads and cloth bodies often had a clever hinged weight that would cause the doll's eyes to open or close, depending on whether it was laying down or sitting up.

Most newer dolls, made from cheap plastic, just have the eyes painted on.
