Proxies are not permitted by default under Robert's Rules of Order. If an organization wishes to allow proxy votes, it must include complete rules for it in the bylaws.

Sometimes however, the law will require an organization to allow proxies, even if it has adopted Robert's Rules of Order. In such cases, the law takes precedence.
