In some places, they already are. For example, in the military (army, navy, etc), they have their own police force. Also, in some countries where there is a Dictatorship, the army is in charge of all law enforcement, at the command of the leader of the country. This means law enforcement is arbitrary-- if the leader likes you, all is well; if the leader disagrees with your views, you can be arrested and detained.

That is one reason why many people prefer an independent local police force, rather than a nationalized military force. Local police are responsible to that community; they know the people and they know the issues. They can be very effective in enforcing the law, and at their best, they can keep a community safe without taking away people's rights.
