Why are fish pedicures and manicures prohibited in Georgia?

Garra Rufa fish therapy was deemed as a possible health and hygene risk by certain US States. The treatment however is safe and hygenic as long as the pedicure spa system is maintained correctly, as is the case with all health and beauty treatments.
