It depends on which people are watching it with you. If you are in a classroom, and the teacher wants you to watch something, you should watch it politely and only make noise if that is appropriate-- for example, if the teacher (or professor) asks you to watch a comedy, everyone might be laughing at some point. But in general, when the teacher requests that you watch something, silence and attentiveness are expected. Similarly, if you are watching a TV program with your parents, you would not want to be rude, since that might make your parents upset.

On the other hand, if you are watching a football game or some other popular kind of entertainment with your friends, they might be talking or making jokes while they are watching; you should act in whatever way you normally act with your friends. But even if you are with your friends, it is never a good idea to interrupt too much or prevent them from watching. If you are uncertain about whether to talk, follow what others are doing, or ask them if it's okay to talk. Sometimes, it's difficult to tell whether people are paying attention to a program and they want peace and quiet, or whether they are not watching it very closely and they don't mind if you talk while the program is on.
