By all accounts, yes. Kate had been invited to family functions off and on for a few years before the engagement became official, and got along quite well with Prince Phillip (who is not head of state but is very much head of the family). If that liking was mutual and genuine, then it would have gone a long way toward endearing Kate to the Queen.
