You should be balancing your water to help eliminate some of the cause. You should be brushing your waterline and spillway tiles weekly at least. When you notice a film beginning to deposit (looks like what happens in the shower) use a tile cleaner product and scrub. If you have allowed the buildup to get past this stage you'll need to call a professional. There are a few methods used to remove mineral deposits. 1) A mechanical grinder/sander (not so good for the tile. 2) Glass bead or crushed glass blasting (also not so good for the tile. 3) Newest method (about 6 years old) uses a soft mineral salt to blast the tile thus no damage to tile.
