How do you get to the seafoam islands in Pokemon Crystal?

seafoam island is there but somehow you just have to find a way to get there because the 7TH gym leader BLAINE is there who uses FIRE type..also RAIKOU always stay in the tall grass in OLIVINE city and ENTEI in BLACKTHORN city
