Do you need a passport to fly to Puerto Rico if you have only a New Mexico drivers license?

If you have a New Mexico driver's license you are already in the US and so do not need a passport to go to any other part of the US. Puerto Rico is part of the US for purposes of customs duties and travel requirements.
