Can my daughter be liable for a full gas bill even though 3 tenants lived in the house and are on the bill?

Your daughter should not be liable for the bill although if her name is on the bill she technically will be. In roommate situations it is best to show everyone the bill and ask for an even portion of the payment from each roommate.
