I believe so, and you will also want to make sure that you are in a hunting area. Arkansas is currently having problems with people shooting deer in their backyards in city limits. Although it is deer season, you still cannot use a firearm in city limits like that.

Yes, any person, 16 years of age or older, must have a hunting license in order to hunt anywhere in Arkansas. There are a few exceptions for people hunting on lands along the Mississippi River, provided those people have a valid license from the neighboring state along the river.
