What view in dreamweaver allows you to view the page and the HTML coding on a web page?

It is the job of the Web Browser. Examples are Microsoft internet Explorer, Mozilla Firefox, google Chrome, Opera, etc. These programs interpret the HTML sent by the Web Server and renders them to display user friendly images, text, documents, etc. Web Browsers act as HTML Compilers. Similar to C#, VB, Delphi, Power Builder, etc. The output is displayed in the Web browser screen.
