Do Freemasons consider circumcision mutilation

The Masonic fraternity has no position whatsoever on circumcision.

Nor does the fraternity have any position on ear-piercing (or any kind of body-piercing), tattoos, hair styles or facial hair, what kind of eye-glasses you should or should not wear, etc.

Individual Freemasons, who may be Christian, Jewish, Muslim, Hindu, etc., may be guided on the matter by their own personal and/or religious convictions, but not because of their membership as Freemasons.

Most Freemasons would find this question to be pretty "off the wall."
