What does the NCWPS stand for?

It stands for the North Carolina Watershed Protection Society and they are an organization that looks to protect rivers(watersheds) from people who drain the river with self irrigation systems. They have the authority to give out fines and or remove the self irrigation system in question. They are under the jurisdiction of the NCDENR.
