You have to be a resident of Colorado, and when you go to the Department of Revenue, you bring two forms of ID, proof of residence (such as a utilities bill), and, if you have a CDL, and current and valid DOT medical card, and a "lawful presence" document, such as a Social Security card, birth certificate, I-94 form, etc.
