Most lowered motorcycles are hardtails, meaning that there is no rear suspension. Shocks are eliminated and the rear wheel is hard mounted to the frame leaving very little clearance between the tire and fender. Any other solution will put the rear wheel into the fender on a bump. You may be able to go a little lower by using a smaller wheel and low profile tire, then using shorter shocks to compensate for the added clearance. Some motorcycles have adjustable shocks.
