I take it that, because you have this problem, you most likely have the Western variety of dragon; ie the flying, fire-breathing kind. Now, the best subsitute for human flesh would be cows. Large, defenseless and plentiful in number. However, the dragon will most likely drain the supply of local beef in a matter of weeks, so you might want to look into breeding practices before doing this.

Another precaution to take into account is that your dragon might like the taste of human flesh. If that happens, I'm afraid you might need to put the dragon down, as it will be a danger to yourself and others.
