Making fun of people is all about the context in which it is executed. There is really no excuse for blatantly insulting someone for what you view as their folly. Alternatively, making fun of someone may be a way to make light of a situation. Imagine a friend fell down some stair and broke his legs. You go to visit him at his house and notice he's feeling a little down. You make a joke about how funny he looked when he was falling. Here you are definitely making fun of him however the delivery and the context creates more of a "laughing with you" rather than "at you" atmosphere. If he can't laugh about it then he is too sensitive.
I think that it is in the nature of (but not limited to) the male gender to "rip" on each other. Not to be overly insulting but rather as an expression of the bonding that occurs through highlighting the silly things that one does in life.
