If you are in a relationship with the man in question, certainly. If you are not, maybe. It might be an opportunity to get him to notice you and pursue a relationship... so don't do it unless that is what you are looking for.

Unless you are in elementary school, of course. Then give a valentine to everyone in your class, as is accepted practice.
