Does a cellar accessible only from outside the house count toward living area square footage in the state of Colorado?

That might depend on whether you are the seller or buyer...

Typically "unfinished" areas are counted separate from living area in "covered area" or "un-finished basement". A cellar should not be counted in any of the above.
