Isaac newton. Although at the time a scientist called Robert Hooke claimed that at least a major part of Newton's principle had already been discovered by him. Newton's theory did by the way not take the 'drag' of falling objects into account, so his theory was at least flawed on that point. But in a vacuum, it works out perfectly.
