Why did queen Mary want England to become catholics?

Charles I did not make England Catholic, regardless of whether you mean Roman Catholic or Anglican Catholic.

There is much controversy over whether Charles I was himself a Catholic. If he was, he was certainly not able to impose the Roman Catholic Church on England (or, if you prefer, return England to the Roman Catholic Church). He was, however, sainted by the Church of England.
