Why is the cessna 406 used?

The Cessna 406 appears to have been created to compete with the Beechcraft King Air 350 in the short-haul air taxi market. Unfortunately for the 406, the King Air has a maximum takeoff weight 5000 pounds higher than the Cessna - so that's what people in the market for one of these planes get.
