Does gurnee mills have an apple store?

Unfortunately, no. Gurnee Mills is a super-regional outlet center, and unless Apple Retail has plans to open an "outlet-centric" store that may sell refurbished as well as new hardware, I would say it will never happen.

However, there may be hope. Two new retail developments in Grayslake call for high-end main-street-type centers. This would be perfect for Apple Retail as they have no presence in Northern Lake County. The only other option may be Hawthorn in Vernon Hills, but their expansion plans have slowed and they are right down the street from one of Apple's biggest and most trusted resellers, CDW.
