Why is 20 pints and 2 cups is not bigger than 12 quarts?

Mainly because of the accepted definitions of those units.

2 cups = 1 pint

20 pints and 2 cups = 21 pints

2 pints = 1 quart

21 pints = 10.5 quarts

10.5 is not bigger than 12.
