How do you install Windows 98 over Windows 7?

I would suggest reading "List of system requirements for Microsoft Office 2003" before installing Microsoft Office 2003. There is written that the lowest operating system it is going to run in Windows 200 with Service Pack 3 or later. Windows 98 is not supported operating system anymore.

Microsoft Office XP is last version that does officially support Windows 98.
