1993 Volvo 240 you replaced the starter and the new starter still will not crank when you turn the key The shift lock is also locked in place?

1.) Make sure you have a fresh battery

2.)Adjust the battery connection (-) & (+) sometimes they just need to be moved a bit

2.) Make sure the Starter power and Negative cables are appropriately connected to starter terminal (move them around a bit)

This should fix your issue!
