Lincoln's Emancipation Proclamation, effective from January 1863.

It did not, of course, liberate any slaves, as Lincoln did not carry any authority in the South, but it licensed Union troops to liberate any slaves they came across in their Southern campaigns.

More significantly, it made it impossible for free nations abroad to aid the Confederates without looking pro-slavery themselves.
