Can you take off skateboard bearing shields?

Usually, but not always.

It depends on the design of that particular bearing.

Removing the inside one doesn't matter much and will make clean&lube a little faster the next time.

Removing the outside one will make the bearing suck in dust and grit in record time and either make the bearing run rough real fast or simply wear out real soon.
