If the outgoing guy you like act more outgoing around your friend like saying hi overexcitedly but really shy around you like can't even talk to you but always goes near you does he like both?

Very possible that he is trying to make you jealous because he likes you, but maybe not ... try talking to him more and/or tease him for being shy (in a nice way). Make your intentions known. Also if he is like most guys then he probably does like both of you ... don't blame him for this it is just how we are made. The real question is which of you does he like more and how can you make him like you more ... if you think he's worth it.
