Is 5'4 short for a guy?

5'4 is not short for a guy 5'2 or 5'1 is though so 5'4 and 5'3 is average height for a guy depending on how old you are

Well, I am 4'11 3/4'' and personally I love short guys, so I can actually reach them! But ya, its fine. If your original parents are short, chances are you may be under average.
