Can you use a rhetorical question in a title of a story with a twist?

There are a number of ways to do this.

1. Make the entire story the rhetorical question. You can use the story to act out the scenario. It is never stated, but implied.

2. Use a monologue or soliloquy.

3. Have your major characters discuss it.
