Why doesn't the Path connect to Penn Station or Grand Central?

The PATH system does not connect to Penn Station or Grand Central due to historical and operational reasons. PATH was designed primarily to serve commuters from New Jersey to lower and midtown Manhattan, focusing on its own network.
