Why is snow or ice in a car wheel well dangerous?

It could interfere with steering in two ways.

1. If it builds up solidly around the tire it might stop the wheel from being able to turn to hard to the right or left.

2. If a big chuck of ice breaks off it might go under the tire which would be like hitting a rock.
