Yes believe it or not in Mexico the federal government issues passports, and in the countries where Mexico has foreign relations it is accepted as and ID. In the countries that require a visa to go in the country legally, you need a passport. If we full fill the requirements of the American State department, we can travel inside the USA, with a Mexican Passport.
