What did the Andrew Johnson plan do?

The Andrew Johnson plan, implemented after the Civil War, aimed to reintegrate Southern states into the Union quickly and with minimal requirements. It offered pardons to many former Confederates and allowed states to re-establish their governments if they ratified the 13th Amendment, which abolished slavery.
